The initial 400-hectare footprint allocates land equally across accommodation and tourism, residential development, commercial activity, education and healthcare, infrastructure, and conservation buffer. Every subsequent phase of the programme grows from this foundation — the planning rigour of Phase 1 determines the quality of everything that follows.


The Rules That Cannot Be Changed
No roads adjacent to the beach. Maximum two storeys on beachfront plots. Maximum four storeys across most of the SEZ. Minimum 25% accessible green space per neighbourhood cluster. Minimum 60% green space in residential zones. These are constitutional conditions of the SEZ concession — not guidelines subject to future board approval. The masterplan is the contract.
800 Metres to Everything
The masterplan is organised around the 15-minute city principle — every essential service within an 800-metre walk from every neighbourhood cluster of 3,000 to 5,000 residents. Covered walkways with rest points every 200 metres ensure accessibility in tropical conditions. The spatial design makes car dependency structurally impossible rather than just discouraged.
