Designing the City With Operators
The Global Casting Call is intended to be the engagement pathway for operators who want to do more than lease space. F&B teams, hotel groups, retail curators, cultural venues, wellness concepts, experience designers, makers, and specialist businesses will be invited to propose the operating ideas that could give the planned city its soul.


Operators Will Be Asked to Fit the Ecosystem
Operator participation is expected to be structured around design fit, operational capability, sustainability commitments, digital transparency, and contribution to the guest, resident, and community experience. The programme is not seeking generic tenants; it is seeking operators whose concepts can strengthen the planned ecosystem.
Integrated Infrastructure: Freeing Operators to Focus on Their Craft
The SEZ model is intended to give approved operators access to shared infrastructure, digital rails, utility coordination, logistics support, ESG reporting, and precinct-level demand planning. Mainland industrial operators will remain important, but this pathway is broader: it is for the operators who will help make the island and mainland systems useful, distinctive, and alive.


Participation Requirements
Operators are expected to commit to the programme's governance, B Corp-aligned standards, conservation contribution logic, cultural respect requirements, and digital reporting layer. Visa and work-permit pathways for artists, performers, students, skilled professionals, and event participants will be surfaced through Governance.
